This bug may be a dupe of Bug 97780, could the OP please take a look and mark
as dupe if necessary. I am having a hard time deciding.

In any case, it should be noted that this bug is related to Bug 176135 which
requests more customization for the alternate layout shortcuts. Not a dupe, but
more fuctionality.
