As far as I see, that is the "dancing" block. It will dance from side to side
and just means that since the progress is so small compared to the amount of
size to download it can't even draw a line on the progress bar widget.

By the way, please use bugzilla for uploading attachments, since those services
will store the image for a certain time period, and the bug report will become
useless in the future. Thanks.
