REVISION SUMMARY
  added a dependency that enables remote ring feature in KDE Connect Win32 port

TEST PLAN
  - Use Windows machine ***
  
  apply patch
  if installing KDE Connect on a fresh CraftRoot ->`craft -i extragear/kdeconnect-kde`
  if already installed KDE Connect through craft-> `craft --install-deps extragear/kdeconnect-kde`
  start `CraftRoot/bin/kdeconnect-indicator.exe`
  Pair your android device with the Windows machine over KDE Connect's android app
  Start Ring from the drop-down menu in upper right corner of the android app.
  
  Expected : The Windows Machine rings
  Before : It didn't
  Now : It does
