All localization work in KDE is actually handled by the localization team: https://l10n.kde.org/ -- I have never worked on a localization, but it looks like they want you to contact the mailing list here: https://l10n.kde.org/team-infos.php?teamcode=de . You might also find useful information on their wiki: https://community.kde.org/KDE_Localization/de
