D18039: Switch to MaterialComponents theme

REVISION SUMMARY
  Androidx introduced new Materialcomponents themes, use them instead of
  Theme.AppCompat. This also causes AlertDialogs and PreferenceDialogFragments
  to be styled correctly

TEST PLAN
  Apply patch, verify everything still looks as expected
