repeat notifications - update

The repeating display of notifications happens randomly, its not every time. It occurred today with emails/texts that were already on my phone that i had not read. What happens to notifications from the phone if the computer is turned off? I was wondering if its repeatedly sending from the phone causing the repeats on the desktop.
