T8290: Create repo for PulseAudioQt

  The repository has now been setup as requested and registered on Phabricator.
  I have disabled the hooks to allow you to perform the initial import of the code into the repository (not sure if the variant in your scratch repository is the final product)
  
  Once you have pushed the final code please run the following to enable the hooks:
  
    ssh git at git.kde.org hooks enable pulseaudio-qt
