D11459: [WIP] Add plugins for controlling local & remote screen brightness

REVISION SUMMARY
  For the use-case of video/presentation mediaplayers it can be useful to also
  control the brightness of the screen from remote.
  
  Left to do:
  
  - support redshift as well
  - support on/off state of screen
  - support multiple screens (independently)
  - integrate remote brightness in Plasma battery & brightness report

TEST PLAN
  Just a code draft for now, compiles, but not tested in any way.
