T8468: Publish kdeconnect-kde-1.3.tar.xz

Those all look relatively low risk in terms of regression potential.
I have been using git master builds from our experimental PPA and have
not noticed any to speak of.

I will do a test build of the actual 1.3.0 tars when they become
available, and if all looks sane file a Feature Freeze Exception [FFe]
request bug on launchpad when I have.

If you happen to have a launchpad.net account it might be helpful if you
as upstream maintainers comment on the bug, so I will reply again with a
link when I have it.
