D7652: Better broadcast/neighbor networking

  Right now there are three different neighbor discovery codepaths. Only the new per-interface link-local one seems to work, and because of this, is enabled.
  
  Using one or more of the other ones, with or without the link-local one, results in many sockets errors. Refreshing sometimes helps. Sometimes there are problems connecting, or dropped connections: F3897188: output-multiple-broadcast-paths.txt <https://phabricator.kde.org/F3897188>
