How can I create an account for techbase.kde.org?

My suggestion would be to go with an OpenID based login.
Click on the "Login with OpenID" link and see if you have an account with any 
of the providers listed there (there list at the top has only four but there 
is a smaller list of icons below).

If you don't have any accounts there or don't want them linked to your 
techbase edits you can register an account at identity.kde.org and then 
proceed through the "login with OpenID" link.
