No, those are centimeters, not inches. These screen dimensions correctly 
describe my 23" monitor:

   sqrt(51^2 + 29^2)

That's a diagonal of 58cm, which is 23", and that is my monitor's size. 
And, as it happens, that means a pixel density of 96.
