I'm the author of the WebP image format plugin in KDE.
I can very well use a webp image as a desktop wallpaper - it's really just
a missing pattern in the file selection dialog.

Simply enter *.webp as filter in the file dialog (yes, you can change the filter being used)
and you'll get your images selectable.

Why do you see the support as "limited" ?

yes. It's just the missing filter.
WebP is supported since KDE 4.11 and was also backported to KDE 4.10

Please create a bug report for the missing filter in the wallpaper file selection dialog.
