KWallet: what are "local passwords"?

I can confirm that both Rekonq and Chromium do use KWallet to store
passwords for website forms.
As far as latter goes, it can also use GNOME keyring or internal
storage. It can be configured with command line switch or some option
deep inside advanced preferences, don't remember which one.
