It is. KIO has provided transparent remote file access to KDE applications for 
over a decade, including its file managers Konqueror and now Dolphin.

KIO's protocol handlers (KIO slaves) are shipped as part of KDE's software 
compilation. Any distribution packaging that should have it.
The default set covers a lot of protocols already and more are being added 
over time, e.g. handler for MTP based device access.
