The general change, with the option, was in early 4.11 (I ran the pre-
releases so it might have been before 4.11.0). But somewhere in the 4.11
series, they removed the option, and hard-coded having the decoration go
off-screen if the window is maximized or (in some circumstances) when
it's half/quarter maximized as well.
Frank says kwin's hotkeyed align function doesn't chop off the borders,
but at least here, the drag-to-side half-maximize seems to (I've not
tried the hotkey align).
