How to create top level ServiceMenu? I meant, outside the "Actions" menu

Hi,

I couldn't find any relevant information, so I posted it here.

So far all menus created resides in the "Actions" menu, now I want to
create my customized menu, that's the same level as the "Actions"
menu, is that possible?
