How to create a theme to reduce the size of Plasma notifications?

The default Plasma notifications are ridiculously huge. I was going to
file a bug/RFE but googling the subject I see that the community has
been requesting smaller notifications and it is rejected as it doesn't
fit in with some "vision" or something. Can a theme reduce their size?
I had googled plasma theme making, but I see no mention of the
notifications or how to change them.

I am currently using the Colibri package which provides smaller
notifications, however it does not handle all notifications and it
does not provide the ability to select a notification button (such as
Kopete uses).
