reply not quoted

Check "Settings" -> "Configure KMail..." -> "Composer" -> "Standard Templates" 
-> "Reply to Sender" / "Reply to All / Reply to List".  Make sure the text 
"%QUOTE" appears somewhere in both text boxes.
