Short question about fixing applets

Hi list,

I am using Kubuntu 9.10 netbook remix and I am facing somehow a problem: All applets I am adding to the desktop are fixed, that means I cannot move them around on the desktop. I know that I can change this, because once, I suddenly had a context menu where I could unlock the fix of all applets - but I cannot find out again how I got this context menu.

Can somebody tell me where this option is located?
