Why is it not allowed to file bugs of kcmshell?

Sheer guesswork, but kcontrol is a KDE3 application.  You haven't said which 
distro and version you are using, but if it is KDE4 you need to make sure that 
you have indicated that - version choice for distro is usually on the first 
page of bugzilla screens.
