Shortcuts for launching programs

We seem to be talking about different "it"s. The "it" that I am
referring to is the ability to add a new keyboard shortcut. It appears
that the "it" you are referring to is the "Input Actions" menu item.
Input Actions itself is in a fine place. The contents of Input Actions
is the problem.
