Shutdown options

Under 3.5 it was possible to configure which users could shut down the 
computer.  As far as I can remember it was in Session Manager.  I can't find 
this under SystemSettings.  Is it something that will return with 4.2?  Or is 
it something that has moved and I can't see it?
