Shortcuts not working

Hallo

keyboard shortcuts are mostly not working for me. Some of them are 
(like Ctrl-N in Kmail for new mail) but others are not (like Shift-
Ctrl-N in Kmail and shortcuts for screen-lock and...). Are there any 
known issues or do I have to enable some configs?
