Somebody posted here helpfully recently that the scroll bar colour is 
controlled by the "button" colour. Still on KDE 3.5 here so I set it in 
Control Centre > Appearance & Themes > Colours. No doubt there is an 
equivalent route to this dialog in 4.x.
