Can anyone reproduce this bog mouse behaviour in Konqueror?

Yes.  I have this problem with both KDE and non-KDE applications. 
Therefore, I believe that it is a KWin bug -- which makes more sense anyway.

If you can change that in your bug, you may want to do so.
