UTF-8 / cp-1252 curiousness

Hi all,
I just started a new job and have been lucky enough to be allowed to
use a KDE desktop.
We have quite alot of clients who use windows along with the rest of
the organisation.

People have been sending me emails which have an encoding of cp-1252
which I have to copy the contents out onto web-pages and emails which
get sent out with the above encoding type.

My problem seems to be that my $LANG is set to en_US.UTF-8. which is
great for the majority of what I do, however i need to copy and paste
from the aforementioned emails into files stored on another server.

So far i've found the following ways of doing this , i can set my
konsole environment to cp-1252 and paste into a vi session, or I can
open up the file using fish:// from within kate as cp-1252 and save
the file.

The problem with both of these approaches is that I don't always know
what encoding the file is before i open /save it. Both Kate and
konsole seem to work in UTF-8 by default ( as my system $LANG is
utf8), so if i forget / or don't realise i need to save the file in a
different encoding then i corrupt the file for my colegues.

So my question is
1) can i get konsole to set the session encoding to be that of the
server/machine that i am connecting to ?
2) is it possible to work out the encoding of a file ?
3) if so it possible to get kate to open the file as the encoding that
it is currently?

I guess i could set my whole machine to cp-1252 but it would annoy me
slightly as i work with xml alot.
