[KDE 3.5.10] Alt+Shift doesn't work for keyboard layout switching

In KDE 3.5.10, enabling the option "Alt+Shift change layout" in the 
Control Center doesn't work.  Pressing Alt+Shift does not change layout.

Doing the same in KDE 4's System Settings *does* work.  It even works if 
running 'systemsettings' in KDE 3 (I then get two country flags in the 
tray; the KDE 4 one changes with Alt+Shift, the KDE 3 one doesn't).

How to make it work with KDE 3?
