What decides the plasma panel configurations?

Hi, list,

I have a question about Plasma Panel in KDE 4.1:  What decides its theme?

I could not find the configuration page for its theme.  In a machine I got a 
black panel with two layers icons.  In other two machines I got a gray one-
layer small panel.  Where can I change my theme for this panel?
