Keyboard problem in kde4

In Fedora rawhide I have a UK keyboard in konsole, but a US keyboard in kwrite 
etc..  Where can I find the configuration tool for this?  (I think that I 
should file a bug there - surely the default should be that the keyboard is 
the same in all applications.)

As far as I can see, kcontrol is gone.  Is that right?
