Konqueror, where is the "download dialog code" located?

This is KIO territory. Its user interface parts are handled by a service 
called kio_uiserver, since the IO slaves themselves can't have UI.

I think the dialog you are looking for is 
kdelibs/kio/kio/defaultprogress.h/.cpp
