Make sure the key is mapped to something:
http://docs.kde.org/development/en/kdebase/userguide/adding-extra-keys.html
(and the next section)
and then use khotkeys (Control center->Regional & a11y -> Input Actions) to
map that key to run whatever command line command suspends your laptop.
