Screen saver not automatically starting

Well, if I start a VNC server up and run my KDE session in that, it kicks on 
100% of the time.  If I'm running :0, I haven't seen it kick on at all.  It's 
kind of wierd that it'll kick on in the VNC session, but no where else.
