There are two ways to create keyboard shortcuts to run an app/URL: one is to
add it to the menu, and set the shortcut with kmenuedit (you can also set
the item to be hidden, so it doesn't actually show in the menu, but just
provides the shortcut).
The other way is to use KHotKeys, also known as control center -> regional &
accessibility -> input actions. This is more advanced, and the GUI is a
little complicated, but you can set a keyboard shortcut to run any command
or URL.
