Starting an app (via the CLI) and having its window appear on "all desktops"

I'd like to be able to start an application (in this case, a non-kde 
application--does it make a difference?) from the CLI and have its window 
appear on all desktops (as in To Desktop -> All Desktops).  Is there a way to 
do that?

Background: 
net_monitor, a Perl script written by some people at Mandriva, leaks memory.  
In order to work around the problem, I want to kill net_monitor once a day 
and then restart it with cron.  (BTW, that would be a root cron as 
net_monitor runs as root.)  Also: When net_monitor is started from the CLI, 
it does create a window for its display.

I'm currently using Mandriva2006 with kde 3.4.2, but if what I want to do 
can't be done in this version but can be done in kde 3.5 or 4, I'd be 
interested in knowing that.
