kate: View -> Set Encoding

Hello *,

I am using kde-3.4.1 on Gentoo. In earlier versions of kde, there was the 
menyu entry View -> Set Encoding in kate. I found it very useful 
(especially when I receive a email in which the text encoding is not set 
or is set incorrectly). But in the current version, there is no Set 
Encoding in the View menu. Why? Can I get it back?
