Problem, borders window second screen not showing

So: In which file can i find the (default?) user options that are used when 
one uses/starts kde, i have been looking but i dont find anything concerning 
the borders of the windows.

in short the setup:
suse, kde, dual screen, the second screen doesnt show any borders anymore, but 
helas alt+F3 only works on the main screen for some reason, not on the second 
monitor (so i cant use alt+F3 or alt+space) to fix the problem.
