Keep "menu bar at top of screen" below others

How do I keep the "menu bar at top of screen" below all other windows?
Its default nature is to stay on top of everything. I tried using
"Window-Specific Settings" to force the "Standalone Menubar" Window
type to force off "Keep above" and force on "Keep below", but had no
luck. Any hints?
