3.4.x: can't drag window bar to bottom.

I'd like to have this setup:

screen top
.
.
.
taskbar
window bar
screen bottom

now when enabling the external window bar it's atop the taskbar.
Drag'n'drop doen *not* work. worked once on another machine after numerous
tries, can't repeat. Can someone tell me which config file to hack up to do
it manually?
