Have a look at: http://docs.kde.org/en/HEAD/kdebase/faq/sound.html

for some information on how to troubleshoot sound problems in KDE.
What exact version of KDE 3.3.X are you running? 3.3.2 contains bugfixes to 
arts and akode which solved quite a few problems playing back system 
notifications, especially decoding ogg. If you're using an earlier version, 
upgrading might be worthwhile. 

It might be worth emptying KDE related files out of /tmp that belong to your 
user. 

You can also try creating a new user that hasn't existed on the system before, 
and see if notifications work. This can help us tell if the problem has to do 
with your specific user profile or a bug in arts.
