KDE 3.5 fails ???

checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!
debian:~/kde/kdebase-3.5.0#

what should i do ?
what are kde headers ?
which package(s) do i have install before proceed ?
Help please.
