[KDE] text editor that coverts between encodings

Hi,
Can someone point me to a text editor that can convert between differnet 
encodings? Something like Ultraedit for windows?
Kate supports multiple encodings , but when someone gives me a file with 
windows-1251 encoding i need the editor to convert the encoding to UTF-8 for 
example.
If i save the file (windows-1251) to UTF-8 i loose all the non-Latin symbols .
