Two problems (bugs) with Progress bars in KDE 3.4

I always start with an empty session. In Pre-3.2.*,
the progress bar actually *did* something at log-in.
When was the behaviour of the progress bar changed to
only work for session restoration? It was a
disconcerting change, even though it did not affect
any major usage of the system.
