FYI.

I SOLVED!

A message sent in debian-kde list (subject was:"Missing Text Items...
Tracked Down.) helped me.
Problem is caused by a missing config file in all users home
~/.kde/share/config/ui/ui_standards.rc (this is not
created with user and some programs don't look for deafault shared
/etc/kde3/ui/ui_standards.rc)
