Problems getting kde2 and kde3 to cooexist in my environment

I have a set of workstations that are running kde2 currently, and we are
introducing kde3 to our users on a phased basis.  Most of the issues
have been pretty easy to deal with by using an alternate KDEHOME for the
kde3 installs, but kicker is still giving me fits.  It doesn't seem to
consistently respect the KDEHOME setting, especially when making changes
to the panel buttons.  I've changed the startkde on the kde3 machines to
set the KDEHOME and make a duplicate of the .kde directory as .kde3 if
it doesn't already exist.  It also does a little clean up work in the
kickerrc file so the button links aren't broken.  I can include details
if it would help, but I'm hoping that someone has been through this
before and can point me in the right direction.
