samba config ony works as root

There is a very complete KDE samba gui configuration tool (not swat--a 
standalone app) in KDE 3.3, found in settings:/Network/Samba Configuration

When I open it as a normal user, every option on every page is grayed out. 
When I log in as root, it is all active.

How can I use this tool without logging out and back in? There is no "become 
root" button and it does not ask for a root password when it loads (as does 
the equivalent Gnome tool).
