stubborn clock

Hi!

In this AMD-Duron, I have 3 systems: RedHat-9, SuSE-9.0 and
Mandrake-10.0C, all with KDE. The clock applet works perfectly.

Since M-10.0C (the newest) came with KDE-3.2, I decided to have it also
on RH-9. I got CDs with KDE-3.2.1 and installed it in RH-9. One of the
(so far) few issues is either a bug or a maddening unwelcome feature: no
matter what I do, the clock shows UTC. I have repeatedly adjusted the
local timezone to America/New_York, but it sticks only for the session;
    when I next log in, the time has reverted back to UTC. I even
adjusted manually ~/.kde/share/config/clock_appl~rc, to no avail.

One more thing. In the other KDEs, when I change the timezone in
'Configure Date&Time', the action *automatically* adjusts the clock on
the panel; not with this KDE-3.2.1. Changing the timezone from UTC to
America/New_York, changes the clock on the panel back 4 hours
(correctly), *but* then I have to change the timezone on the panel
clock, otherwise it keeps on showing UTC time.

Any solution?

Thanks,

g.r.
