KDE has had the kiosk framework for some time now (IIRC 3.1) but it was quite 
hidden and required knowledge about the way KDE applications store their 
config.

To make the life easier for administrators of KDE environments, new things 
like KConfigXT (to store information about the options) and tools like 
KioskTool got developed for newer releases.

If you are an administrator and are interested in giving some feedback, I 
think kde.kiosk mailinglist might be a good place to put it.
