Better use $(kde-config --localprefix)/share/applnk instead.

KDE 3.2 supports the menu standard.

KDE 3.2 and GNOME 2.6 should be able to if you set up either the appropriate 
env. vars. (XDG_....) or tell applications.menu where to look for stuff. See 
the menu standard on www.freedesktop.org for details.
