Superkaramba themes behind app windows

I'm using liquid weather plus. The .theme file has the following:

cat liquid_weather.theme
KARAMBA  X=754 Y=525 W=250 H=200 INTERVAL=3600000 LOCKED=true

I added "ONTOP=true" (minus quotes) and reloaded the theme. This made no 
difference.
